Russian Expert Review "New resources of Russia"
Russia has always been proud of its natural resources base. Its vast territories are matched by equally vast underground stocks that contain practically the whole Mendeleyev’s table. We have no reasons to envy resources-rich countries, Russia fully supplies itself with its own resources and exports it to other countries. However, the world is changing fast. Sooner or later we would run out of fossil fuels. More important, globalizing economy and changing paradigms of social and technological development set new challenges for countries wishing to secure their competitive edge in terms of economics and geopolitics. In addition to finding ways to use “old” resources more intensively these countries have to switch their attention to earlier ignored opportunities. Global war for old and new resources is just beginning. Russia aspires to win the war and considers new technology projects. All this is extremely important. The only way for our country to secure the necessary new resources is to play a leading role in the battle for human capital and to combine technology with human resources.

Peculiarities of the National Cultural Policy
What is culture? A set of rules (often unofficial), stereotypes and norms of behaviour, according to the authors of Wikipedia, the Internet Encyclopedia. Creative activity results characteristic of a society, the collection of created by people material and spiritual values – this is a definition which can be found in Sociology and Philosophy textbooks.
But it is no accident, to our mind, that the Third Reich’s Minister of Propaganda said: “When I hear the word culture I reach for a gun.” Doctor Goebbels was a villain, but not a fool. He knew too well – the notion of ‘culture’ is inseparable from the notion of ‘politics’. Culture as inner spiritual human values should be and is the basis of politics at least at the subconscious level. It means that the society estimates any politics of action from the point of view of unwritten cultural laws.

Regional Policy Takes New Turn?
The issue is focused on the discussion arisen around new Concept of Strategy for Social and Economic Development of Russia’s regions elaborated by the Regional Development Ministry. The official attitude is presented by one of the Concept authors Yuri Perelygin who is currently Head of the Department of Regional Social and Economic Development and Territorial planning of the RDM. Possible alternative approaches to regional development are also discussed in the magazine, in particular, on the example of the “Regional Development Concept” processed by experts group of the Russian Academy of Sciences and the Moscow State University. Among experts who have evaluated the RDM Concept are: Natalia Zubarevich (Independent Institute of Social Policy), Sergey Pereslegin (Research group “Design of the Future”), Nikolai Mezhevich (Center of Trans-Boundary Research of the Saint-Petersburg State University), Valery Arabkin (RosNIPI of Urbanistics), Vladimir Knyaginin (Center for Strategic Research “North-West”). The review of international experience in regional policy was made by vice-director of the Institute for Latin American Studies Vadim Teperman, vice-director of the Institute for Far Eastern Studies Vasily Mikheev and researcher of the Baltic Research Center Vladimir Kuznetsov. The issue also contain an assessment of the Concept from the political science stand-point made by well known publicist Valery Ostrovsky.
